A retail theft network allegedly stole nearly $3 million in merchandise from Home Depot, Lowe's and other stores, operating in Pennsylvania and at least 18 other states, Montgomery County District Attorney Kevin R. Steele and Philadelphia Police Commissioner Kevin Bethel announced Tuesday.
Eight people were arrested in the case: Wilber Antonio Morales-Sanchez, 25; Fernando Junior Gonzalez Rodriguez, 21; Dario Neftali Gonzalez-Feliz, 35; Manuel Martin Terrero, 43; Josue Sterlyn Pineda, 29; Jaime Ramirez-Lebron, 44; and Gabriel Almonte, 36, all of Philadelphia; and Noe Amilcar Umana-Espinal, 35, of Montgomery Village, Maryland. An arrest warrant is also out for Alexis Ezequiel Encarnancion, 27, of Bronx, New York.
Investigators say the activity began in August 2025. Montgomery County Detectives started by looking into account takeover cases at Home Depot and Lowe's locations in Montgomery County, and the probe later reached retailers in Pennsylvania and other states. Police said the group included more than 30 people who split the work among theft, transport, storage and resale, and that members targeted electrical wire, LifeProof flooring and power tools.
According to police and the district attorney's office, members bought merchandise using stolen credit card accounts. Investigators also found that members used fake identification and insurance documents to rent vans and box trucks, which they then used to move between stores and carry stolen goods across state lines. Investigators reviewed surveillance footage, vehicle rental records, financial records, cellular phone evidence, electronic communications, license plate reader data and witness statements.
Search warrants were executed Feb. 19, 2026, at a Philadelphia property, a Norristown residence and a storage facility in West Norriton Township. Police said they recovered LifeProof flooring, electrical wire and electrical accessories at all three locations. Items found at the Philadelphia residence totaled $38,449.84, and items at the Norristown residence and storage facility totaled more than $523,000; three stolen vehicles were also recovered at the Philadelphia property.
Morales-Sanchez was arrested Sept. 5, 2026, and arraigned before Magisterial District Judge Edward Kropp Sr. with bail set at $1 million cash. The other defendants were arrested Sept. 11, 2026, and arraigned before several Magisterial District Judges, with bail ranging from $50,000 to $500,000 cash. They are charged with corrupt organizations, conspiracy, organized retail theft, dealing in proceeds of unlawful activities, access device fraud, theft and related offenses. The investigation involved Montgomery County Detectives, Philadelphia Police, Cheltenham Police, Upper Providence Police, Plymouth Township Police and Montgomery County, Maryland Police. A preliminary hearing is set for Nov. 19 at 9 a.m. before Magisterial District Judge Edward Levine.
