The United Kingdom government set a target to raise defense spending to 3% of gross domestic product by 2030. Finance Minister John Healey revealed the goal during the annual budget presentation on Wednesday. The announcement also included billions of pounds in additional financial and military support for Ukraine.

Healey, who is delivering his first annual budget, stated that the country is entering a new era of threat. The 2030 target complements the United Kingdom's existing pledge to reach 3.5% of GDP for defense by 2035, a commitment Healey reaffirmed. The former defense minister resigned from his previous post over concerns regarding insufficient spending. He used the budget speech to convey a clear message to Moscow regarding Britain's continued support for Ukraine.

"Today we send a clear message to Moscow: Britain will stand with Ukraine for as long as it takes," Healey told lawmakers. The new package provides £10 billion, or approximately $13.3 billion, in economic and military assistance. This funding will be delivered through loans and export finance guarantees. The budget also allocates £500 million in immediate military funding for the current winter.

Healey said that the specific methods for reaching these defense targets will be detailed during next year's spending review. He acknowledged that the government must make difficult choices regarding priorities. "As we look ahead to the spending review, we start from a position of strength, with spending at that higher base, there will be choices we have to make about priorities," he said. The finance minister noted that work is beginning to reach the targets in a fiscally sustainable way, despite strained public finances and rising borrowing costs.

The budget includes measures to support the domestic defense industry. The National Wealth Fund and the British Business Bank will invest up to £5 billion over the next four years. This funding targets defense, dual-use technologies, and other sectors that support national security. The goal is to strengthen the defense industrial base, support domestic supply chains, and attract private investment.

Healey announced that Rolls-Royce will develop next-generation turbine engine technology in partnership with the government. This investment is valued at £2.5 billion. Chris Beauchamp, chief UK market analyst at IG, said the announcement lacked detail but suggested defense will receive the necessary funding. "The precise path will come through next year, but it seems like the spending bonanza for Rolls-Royce and others is still on the way," Beauchamp added.
